Malvern, Pennsylvania-based Ocugen, Inc. (Nasdaq: OCGN) has licensed exclusive rights in the Middle East and North Africa (MENA) for OCU400, a modifier gene therapy in Phase III development for retinitis pigmentosa (RP), to Kuwait City-based Roots Pharmaceutical Company and its strategic partner Al-Dhow International Holding.

Deal terms include upfront and potential initial development payments of up to USD 4 million, potential sales milestones of up to USD 255 million, and royalties of 22% on OCU400 net sales. Ocugen will manufacture and supply OCU400 under a related supply agreement. Roots Pharmaceutical and Al-Dhow International Holding had earlier signed a binding term sheet announced in July 2026 to negotiate a license for the same OCU400 rights in the region.

Ocugen describes its modifier gene therapy platform as gene-agnostic and as addressing underlying disease biology by restoring balance across multiple gene networks. The Phase III liMeliGhT trial completed enrollment in March 2026, with topline data expected in Q1 2027.
